Are you able to put a cap across that voltage to see if it charges a cap at all? If so, your reading would appear to be really seeing something.
If not, it is possible that the battery in your multimeter there could be low. Some of those smaller meters will give those kind of readings if the battery is low.

First of all welcome. We all started out as learners in the field with lots of questions, so never be afraid to ask a question.
Peter has always said read through all posts, do all experiments and try to confirm them twice, you will quickly build a solid knowledge of what you are doing and the rest will become easy. I like listening to music, while I am doing my experiments, but as of late my format will be changing. You will have a little time to catch up to speed, because my new releases will be a few months from now. It will be much more advanced but still easy to build and off the shelve. My goal is self-sustaining energy independence. But it will be accomplished in steps. You are among the most pleasant, generous group you will probably encounter anywhere, without exception all contribute as they can and you will find no better group. Thats why I try to release my work here. There are too many people to list but suffice it to say Aaron and Peter, lidmotor, bodkins,nat,ashweth I can go on and on. interesting idea about stepping it down again....will look into that. that makes sense...should balance the two systems again

The info on the rheostat and the light bulb are back on page 11 of this thread. Basically they serve as ballast resistors to control the energy flow out of the source battery. It is a crude way that we found worked to help control the 3amp draw of the early circuit. Watch out for heat on the rheostat. A heat sink is a must---or turn off your smoke detector and break out the marshmellows.

Check out Allcanadian's latest thread called "Free energy is here". The circuit and text description are all Tesla stuff. This is starting to make sense to me. Ossie Callanan also just showed me a circuit that is similar (based on Stiffler's and Bedini's work). It is all about getting an induction circuit into resonance. Do it right and-- out comes you know what.
