0.5L cans are very popular in Europe but if that must be particular beer with not standarized rim - it would be hard task !

Right Beer Can

I agree, and I don't know how to do that. My contact appears to be through answering questions for the time being.
We only know the following:
1) You take a can of beer from 0.5 liters, the top cover otstranice.
2) Make a ring of iron sheet larger than 2.1mm diameter cans.
This guy is a Hell of a smart guy and 2.1mm doesn't make any sense to me. A 1/2 liter can of beer would be a big can of beer I'd think unless he's talking about a 1/2 liter six pack which is possible. He's probably referring to much smaller cans in a 1/2 liter six pack. The 2.1mm diameter makes no sense either unless that is the diameter of the ring at the top of the can which is possible. He did say to remove the top cover and sand the can. Maybe he means for the top cover to be removed leaving the top part of the can inverted inward instead of being cut off perpendicular from the bottom of the can. A beveled in top to the can would have a really different effect. It would work kind of like a 9mm shell casing. Anyway, I think we're on the right track and several heads is a lot better than one.

Aluminum Can Scenario
I asked him for specifics on the beer can but he didn't elaborate any further. I guess it needs to be aluminum but he didn't say why. He wants to see pictures of a fabrication of the device, and then I think he'll be more willing to provide more information.

If you set the way as I explained to you in the drawing and will work well on 110 Volts 60 Hertz in the USA in Europe will not work.

Pos & Neg Connection Points
I'm not an electrical guy, so maybe (+) & (-) were not the right way for me to go. I was wanting to verify with my contact which electrodes needed to be connected where. So, my (+) was meant to be positive and my (-) was meant to be negative. I just wanted to make sure my contact and I were on the same page and he agreed that I understood what he was telling me.

Was just looking over the original patent. With the original device the conductivity of the water is extremely important. A salty solution will cause huge amps and a dead short. So the water is what regulates amperage.
The original drawing also contains (+) and (-) signs. This is odd because it is being power by AC 220 volts. If we assume that the water is non conductive then we end up with interesting arrangement of oscillating electric fields or one big capacitor.
Water is a diamagnetic fluid. The rings when charged, like any capacitor, will experience a strong initial current and create a magnetic field be it a small one. The water will respond with an opposite magnetic field and try to move away from the source field. I wonder if this causes the water to slosh/vibrate back and forth and in turn vibrate the rings. If so the water would be slightly compressed between the rings.
We know that a charged capacitor experiences and inward force when charged. The water, when vibrating, experiences compression and decompression. Maybe in decompression the energy gained via capacitance is violently released raise the water temperature.
One thing for sure the water cannot be to conductive.
