. Things we have to know are what wavelengths to use for who knows which ones will work best. I suggest focusing in on oxygen's wavelengths, but there are more than 73 to choose from

Is that what Stanley mean by water fracturing? So would it then be correct to say that the water fracturing part releases not more energy, but converts energy from one form to another that expands the volume/temperature? Thus not breaking the laws of conservation of energy? If you care to quantify this please do so.
