In his recent video ( Pulser Plasma Engine Core: Recovering the Papp Engine - YouTube ), he demonstrates a plasma cannon firing a piston horizontally across a workbench. As reported in the video, the aluminum piston weighs 1.1 lb or about 0.5 kg. The acceleration of gravity is ~9.8 meters per second-squared. So the vertical force of gravity on the piston at rest is about 4.9 kg-meter per second-squared or 4.9 Newtons. The force behind the projectile in the video is reported to be ~1000 Joules discharged from a capacitor bank. Now 1000 Joules = 1000 Newton-meters. So if he launched this piston vertically (against gravity) with 1 kilo-Joule potential energy, it should rise to about 200 meters altitude if the plasma cannon has a COP=1 (since potential energy converted to kinetic motion equals force times distance). As a reminder, 200 meters is over 600 feet of vertical travel. From his video, it seems he would have been lucky to get it to 20 meters of vertical travel. So, in my opinion, his device appears to have a COP of about 0.1. Certainly, his plasma cannon appears to be very much "under-unity". To convince me otherwise, Heinz Klostermann needs to conduct a vertical projectile test as described and post the results.
The website AIR4GAS - AIR AS FUEL explain the future of endothermic engines. Today you use fuel and air and in the near future just air and water. All theories starting from Stanley Meyer to Heinz Klostermann patents are corrects but is wrong the way for obtain the reaction. Some years ago scientists like Lord Armstrong has found an mechanical way for obtain plasma discharge. Ionization of air and free electrons interaction is the right way but the reaction need to be at the same time and without electricity usage. That's all!!!
