Here is my proof of concept model, prototype 1.
I've built it in such a way as to allow me to experiment with various ideas as I go.
Inside are 7 stainless steel floating plates spaced approximately 1 inch apart by nylon rawlplugs.
The key to getting this to work will be the ionisation stage. Ultimately I would like to try to induce ionisation by something as small and undemanding powerwise, as a Joule Thief. I'm hoping to half-inch a few ideas from JonnyDavro.
As far as separating the ionic species goes, I have a variable transformer that will provide me with anything up to 300 volts, and a EHT supply that can provide a whopping 3Kv.
I currently have my ionisation stage fed by a car ignition coil, pulsed by a very simple 555 timer cct, which gives me around 15Kv, but I'm not too happy with this as everything becomes electrified. My WFC becomes a big capacitor and sparks jump from everywhere to ground if I'm not careful, tripping the RCD in the house. I've accidentally got my fingers or clothes too close a couple of times already... and it makes you jump to say the least!
Early days yet, but bearing in mind how easily Lord Kelvin's Water Dropper Experiment induced charge separation, and likewise how easy it is to separate charges in a Leyden Jar, I'm hoping to crack this before too long.

Farrah Day, you have a good concept and model, what you lack ( for the time being ) is results.
failure or success are both good results which may lead you to further understand the underlying process.
best of luck, give us any data and we will play along, it is time for experimentation

OK, bear in mind that this is a proof of concept model and not a finished article.
The reason for the massive distances between the floating plates is so that I can easily see anything that is occuring between them... and I just happened to have 1" nylon rawlplugs to hand.
I'm not interested in the capacitance of the cell with this design, the object of the excersise here is to purely get a result of some sort to prove my idea. Efficiency is not an issue at this stage, that can be dealt with later.
Incidentally, the 7 floating plates are just 3" stainless steel sink strainers from Wilkos. 74p each.
I know the unit is acting a one big capacitor at present, but that's not what I'm looking for.

Attached is a photo of a former experiment.
In this photo I have a coil of copper piping wound around a glass vase filled with tap water. One end of the copper coil is connected to the HV ignition coil terminal, the other end of the copper coil is open.
When the car ignition coil is pulsed by the 555 timer cct, anything in the immediate vicinity becomes electrically active. A coil on the table nearby, though not connected to anything, would provide a small spark to earth, showing that there is quite an intense electric field surrounding the coil.
A digital multimeter close by goes potty if left on
A lead from earth ground to any part of the coil produces a good arc, likewise a good arc is raised from the water within the vase. Though no arc is obtained from the glass of the vase itself.
So this really is a true water capacitor, with the glass being a very effective dielectric (insulator). The problem with this is that the water is also at 15Kv, which gives me a real problem when it comes to experimenting with electrodes in it!
