It's noisy too.
Seems like that would be a lot of capacitors too. So I dunno what it could be. It just looks funny, must be the modification or part of it. Hmm I have vacuum a cleaner motor I think it's a 2000 Watt one not sure of RPM though. I should try something I guess, it is interesting for sure.
