I'm trying to set up something already and I'll have to say it's a lot of work just to get things set up. IMO the best thing to do is too get out in your community and try to see who else is interested. Go with a solid game plan to sell people on the ideas. Our project has generated lots of interest, but getting everything coordinated has been much more work then I expected. Come up with a list of projects that you would like to try and then hit the streets. I was were you are at now a year ago, wanting to find places and people to learn from and I couldn't find anything locally until I decided to start talking to people, I found that there were many people already doing there own things. Also I sometimes start getting information overload when I am trying learn everything myself, and I find that I make less progress sometimes. Having other people involved in projects together takes some load off of everyone and helps to pool ideas. Give it a shot, you might be suprised!
