I was thinking what if they do discharge capacitors in certain frequency mode for propelling vehicles in space.I think would be better than plasma rockets.
Any ideas.

Well NASA (useless) experimented with cellular type gravitators like the ones T.T Brown developed, but who knows how that went. Basically they are a parallel plate type capacitor charged with very very high voltage and very low current. They move in the direction of the positive terminal. Most people know them as the "lifters" that JLN experiments with, but not many people are testing the enclosed variants (those that don't use air as the dielectric), these will work in a vacuum (mythbusters also failed to mention these). I am currently building a couple of variations to test, I'll keep you posted if your interested.

I think in 1998 or 99 Nasa launched a ion propelled spacecraft. Boosted into space by a conventional rocket of course.

Yes Nasa had launch one in space was called 'deep space one' I think but it was with plasma as I know not ion propulsion.
