Looks like a holding page. It's a very common trick, to make people think a site is still around and active. You can tell with this one, by the completely unrelated links at the bottom of the page.
The original post being from 2007 is time enough for a lot of changes to have happened, like that linked DVD disappearing.

This Tesla in OZ guy says he was in north Queensland, that is where the Lutec device originated, I wonder if there was a link. It seems to be debunked or suppressed or it was a scam all along. Regardless I don't think anyone got a free generator.

If it was a scam they should be flayed on a pole ! Not only would they have misused Nikola's name but also my countrymen by association. Not to mention the problems they cause the rest of the people genuinely trying to help with clean energy solutions.

I dare say something fishy happened here, I wonder if one of our ingenious research detective's here could discover more about this ?
