Hoping to reduce it's fiscal burden, the State released a virus that killed the old and, the unhealthy. Almost all the dead had comorbidities.

Where did Modena get all its money to ramp the development and production of this vaccine?
In April 2020, Moderna received $483 million from BARDA for COVID-19 vaccine development. Then, in June 2020, BARDA gave the company an additional $472 million to support its late-stage clinical development. Following that, in August 2020, Moderna, who hired close to 150 new team members to gear up for the vaccine task, announced a supply agreement with the U.S. government for an initial 100 million synthetic mRNA (mRNA-1273) COVID-19 vaccines. The government awarded the company up to $1.525 billion with an option to purchase an additional 400 million doses.
So the company gets almost a billion dollars from BARDA for the development of the vaccine and testing. Who or what the heck is BARDA?

Well, BARDA stands for Biomedical Advanced Research and Development Authority, which is part of the U.S. Department of Health & Human Services. That's right. BARDA is Uncle Sam. So, that money came from you and me and all the other taxpayers out there.
Moderna gets all that money from BARDA to build its business, then gets a juicy government contract to the tune of $1.525 billion for the first 100 million doses. For those of us who can divide large numbers, we find that turns out to be $15.25 per dose. Then there is the option for Uncle Sam to purchase an extra 400 million doses for, presumably, the same price, which adds another $6.1 billion to the kitty if all 400 million doses are purchased.
And not only that, Uncle Sam indemnifies Moderna against any lawsuits for damages as a result of bad outcomes with the vaccine.
