A question?

I seen in a video they add hypochlorous acid to mms2 and this is used to help get rid of cancer. But What confuses me is hypochlorous acid is also in drinking water, after its chlorinated. So is it that there is not enough hypochlorous acid in chlorinated drinking water to help rid cancer or whats the deal here?
