While the 900+ page book, Promorpheus, goes into great detail explaining all the science of how the SCIO does work, a short synopsis of how it works is:
The SCIO tests over 10000 frequencies in our bodies (via subspace or a direct hook-up at ankles, wrists and headband). From the feedback received it analyzes the state of our being. Once that is done, different frequencies can be sent to our body to optimizes whatever is being addressed.
The inventor of the SCIO states that the device is generally 85% accurate. My experience as shown that to be true.
