On page 8 of the document posted, it says:

This is what I have pointed people to since the end of 2003. After I learned what I could about Bedini's circuits and then went back to looking at Meyer's stuff...I saw this and it was all too obvious what Meyer was doing. He had it in front of everyone the whole time but not many people really understood about working with voltage potential versus current and therefore everyone was hung on magical frequencies.
